Enact a Grass Tax!
Three approaches have been put forward to legaize, regulate and tax marijuana in California.
First, Assembly Bill 390 is before the State Legislature for consideration.
We fully support Assembly Member Tom Ammiano's attempt to stir his colleagues into action. However, our observation is that most politicians are afraid of their own shadows and will only act on the orders of their corporate masters. Therefore, it is prudent to directly address this issue through California's initiative process.
Second, two competing statuatory initiatives have been filed for placement on the November 2010 ballot in California. It is not our intent to analyse the pros and cons of their texts. We urge the proponents to resolve their differences and to present a united effort. But we must note that neither addresses the problem of federal interference with state law.
Third, the Common Sense initiative simply declares that marijuana is legal in California, effective immediately upon passage. It directs the State Legislature and Governor to enact appropriate statuatory law to regulate and tax cannabis products. It instructs California's Congressional delegation to remove marijuana from the Schedule of Controlled Substances. The Common Sense Act of 2010 puts an end to wasting billions of tax dollars in unpopular enforcement efforts and paves the way to fiscal and judicial sanity.
We need to gather nearly half a million VALID SIGNATURES OF REGISTERED VOTERS on our official petitions between early October 2009 and late February 2010.
